Venezuela Commercial Claimholders Committee

Aethel Partners LLP has convened a committee for holders of commercial and other non-bond claims against the Bolivarian Republic of Venezuela, Petróleos de Venezuela, S.A. and other Venezuelan state-owned entities. Miller & Chevalier Chartered is counsel to the Committee.

Why a committee

The Republic announced on 13 May 2026 that it had begun a process to restructure its own debt and that of PDVSA. The Republic has financial advisers. Bondholders have organised. Commercial and other non-bond creditors have not had a comparable forum. This Committee is that forum.

Who it is for

Trade creditors, suppliers, contractors, construction and infrastructure claimants, energy-sector creditors, and holders of arbitration awards, court judgments and acknowledged debts.

What it does

The Committee gives commercial and other non-bond creditors a coordinated forum that engages with the Republic and its advisers as the restructuring progresses. It does not buy or trade claims.

Membership

The Committee does not disclose its members. Participation is by agreement.
